“Think Biden Would Talk About NIL?”: Donald Trump Takes Jabs At Former POTUS Amid NIL Debate

Once again, President Donald Trump came up with another jab at former President Joe Biden during his presidential tour in Rome, Georgia. President Trump has been critical of the NIL deals since assuming office and has called them a “disaster” in college sports. He noted that the current state of NIL is simply not sustainable and could cause serious damage to college athletics.

During Trump’s presidential tour, Lieutenant Governor of Georgia Burt Jones shared a clip of President Trump once again comparing himself to the former President, this time on knowing about the NIL. In the video, Trump appeared to be saying,

“Think Biden would talk about the NIL? He doesn’t know what it is.”

On July 24, 2025, President Trump issued the ‘Saving College Sports’ executive order that explicitly bans third-party ‘pay-for-play’ NIL payments to college athletes. However, he will still allow the athletes to gain fair-market value through endorsements from brands.

This order requires athletic departments with $125 million or more in revenue during the 2024-25 season to expand scholarships and roster spots in women’s and non-revenue sports. Further, departments earning between $50 million and $125 million must maintain current support, and those below $50 million must not cut opportunities for non-revenue sports.

President Trump Supports Charlie Baker in Reshaping College Sports

Following President Trump’s executive order on NIL and college athletics, NCAA President Charlie Baker said the NCAA is open to executive ideas but stressed that real change comes from the lawmakers. He supports clearer rules coming from Congress rather than just executive orders.

The same day, House committee leaders, Reps. Brett Guthrie, Tim Walberg, and Jim Jordan also praised the order and said the SCORE Act, a bill to reinforce NIL and antitrust protections, was supposed to have moved forward in the fall session.

The order also defined athlete employment status and told US officials, including Secretaries of Labor, Education, Health, and the FTC chair, to use regulatory and legal tools to support stability in college sports. Though many legal experts question the impact of this order without strong congressional backing.

Perhaps this move from Trump could fast-track some of the most long-awaited reforms for the NCAA. However, the Congress would need to act swiftly, especially on further codifying the NIL and athlete compensation laws.
