    “College Sports are a Mess”: Ted Cruz Explains Donald Trump’s Plea to Congress for Major Change

    Donald Trump and Senator Ted Cruz are pushing for legislative reforms to stabilize and restructure college athletics with respect to NIL (Name, Image, Likeness) deals and transfer rules.

    On Friday, Trump signed an executive order named “Urgent National Action to Save College Sports,” and Cruz recently voiced his strong support for it. According to White House, college sports are becoming financially unstable and unregulated and if prompt federal action is not taken, the system will be out of hands.

    Regarding the executive order, Cruz said:

    “College sports are a mess. The President has outlined a positive vision for fixing the chaos and is calling on Congress to act swiftly and solve this problem once and for all.”

    “The stakes are high,” Cruz added. “I will continue to negotiate a bipartisan deal that we can proudly put on the President’s desk that brings stability, restores competitive balance, and preserves women’s and non-revenue scholarship opportunities.”

    Key Provisions in Donald Trump’s “Urgent National Action to Save College Sports” Executive Order

    In his executive order, Donald Trump has proposed several reforms to stop the chaos in college sports once and for all.

    Trump asserts limits on NIL payments, suggesting they should reflect “fair market value.” The executive order targets booster-funded collectives and outside payments so that the bidding wars for players don’t happen.

    One provision also focuses on too much transfer portal activity driven by NIL money. Under the new legislation, players will be allowed one free transfer. Additional transfers could require sitting out or meeting conditions.

    In order to prevent unusually long careers, Trump proposes a five-year window to play five seasons.

    Moreover, in order to make this happen, the introduction of strict rules and punishments is also important. Schools that fail to comply with this will risk losing federal funding.

    The order also pushes for preserving funding for women’s sports and smaller Olympic-related sports. Schools are generally focusing on giving more resources to the programs/sports that yield more money, thereby risking the existence of other sports.

    Most importantly, an organization or system needs to be developed that will oversee eligibility rules, transfer policies and compensation systems. The order also explicitly urges Congress to pass legislation to standardize NIL laws and create a long-term structure.
