If we factor in the fact that Colorado, USC, and Washington all played in Pac-12 affiliated bowl games, here is how those results would affect the conferences (Big 12 and Big Ten) regarding their overall bowl records.
Of note, USC and Colorado have played while Washington plays on December 31. Arizona State and Oregon would have played in Pac-12 affiliated bowls but do not qualify here because they made the College Football Playoffs.
