Like many of the prospects in this class, Tory Horton has suffered from NFL Draft fatigue. People have watched him for three cycles now, and he’s been somewhat lost to time. But Horton’s game hasn’t vanished.
He’s a leggy runner who covers a lot of ground when he hits top gear, with some carbon ceramic brakes that let him stop on a dime and return toward the line of scrimmage.
Horton elevates and high-points well while also being a natural separator. He’s a bit lean, and doesn’t have elite proportional length, and his lighter frame impacts his play strength in the RAC phase.
But overall, Horton has the vertical speed, athleticism, size, route running instincts, and catch-point ability to be a quality WR2.

In CSN’s 7-Round 2025 NFL Mock Draft from April 12, Horton landed in Round 3 with the 82nd overall pick. James Fragoza had this to say:
Tory Horton was one of the most productive collegiate receivers and has an innate ability to win anywhere on the field. He may not possess elite athleticism, yet defenses will be hard-pressed to cover a receiving corps featuring Cooper Kupp, Jaxon Smith-Njigba, and Horton.
And in CSN’s recent 2025 NFL Mock Draft for Day 2, Bjorn Bergstrom had this to say about Horton’s selection to the Atlanta Falcons in Round 3 with the 101st pick:
Depth has been an issue for the Falcons at the receiver position; with Horton, he could immediately step in as the third or fourth option and help ease the load off of top wideout Drake London.
