The Tennessee Titans hold the keys to the 2025 NFL Draft. With the first overall selection, the direction the 2025 NFL Draft plays out will (in part) be down to what they do with that No. 1 pick.
Here is a 7-Round NFL Mock Draft that looks at who the Titans could draft and analyzes the decisions they will have to make.

7-Round Tennessee Titans Mock Draft
The Titans’ draft strategy should be this straightforward. Draft talented starters regardless of position. Tennessee has holes up and down its roster, and finding talent to fill them must be an ongoing mission.
Holding the No. 1 overall pick and eight draft picks in the 2025 NFL Draft, there are opportunities to improve this team. However, all the questions point towards what they do at quarterback and whether they are ready to hand Will Levis the reins for another season.
Round 1, Pick 1: Abdul Carter, EDGE, Penn State
At this point in the pre-draft process, it feels more likely that the Titans will trade this pick. While they are doing their due diligence on Miami Hurricanes quarterback Cam Ward, if they thought he was the generational prospect they are looking for, they wouldn’t be actively shopping the No. 1 overall pick.

Either way, Abdul Carter is a worthy selection and is ranked third on the CFN Top 300 2025 NFL Draft Big Board. The Penn State edge rusher is a violent mover and is ultra-athletic. At 6’3” and 252 pounds, the creative sack artist has instinctual pass-rush ability, aggressive physicality, and impressive flexibility to be a franchise-defining defender.
Round 2, Pick 35: Cameron Williams, OT, Texas
The Titans have been vocal that they need a right tackle. Cameron Williams has a sky-high ceiling. However, he still needs to develop and become more refined, hence his second-round valuation.
The Texas Longhorns right tackle is just a one-year starter and is extremely raw, but his rare blend of size, strength, and athleticism is unteachable.
At 6’6” and 330 pounds, Williams has explosive movement and agile quickness to match twitchy rusher athletically. If anyone can get the traits Longhorns tackle up to NFL standard, it is offensive line coach Bill Callahan.
Round 4, Pick 102: Tai Felton, WR, Maryland
At 6’1” and 183 pounds, Tai Felton ran a 4.36-second 40-yard dash at the 2025 NFL Combine.

The Maryland Terrapins receiver translates that speed into on-field production, as his quickness, route-running rhythm, and creativity allow him to make plays all over the field. He is, however, light, which hinders him against physical, handsy defensive backs.
Round 4, Pick 119: Billy Bowman, S, Oklahoma
Billy Bowman might be short at 5’10” and 200 pounds, but he is feisty. The Oklahoma Sooners’ defensive back is extremely aggressive when attacking the ball and physical in run defense, he triggers and navigates his way through traffic with speed.
A fluid athlete, Bowman is a versatile playmaker who has ball-hawking tendencies and incredible instincts to play the ball.
Round 4, Pick 132: Tyler Shough, QB, Louisville
Tyler Shough has made some noise in this quarterback class. While he isn’t in the top tier of passing prospects, he does have traits to work with that could develop into a high-end backup.

The 6’5”, 224-pound Louisville Cardinal quarterback looked the best thrower at the 2025 Senior Bowl, where he showcased above-average arm strength and the natural ability to command an offense from the pocket.
Round 5, Pick 142: Clay Webb, OL, Jacksonville State
Clay Webb allowed just 13 pressures in his three years as a starting left guard for the Jacksonville State Gamecocks.
The former five-star recruit has showcased the consistent ability to overwhelm with strength and hand usage, while his athleticism allows him to climb to the second level with ease.
Round 6, Pick 180: Kyle Monangai, RB, Rutgers
Kyle Monangai is a thumping running back with sudden movement and compact physicality.

A sharp one-cut rusher, the Rutgers Scarlet Knights’ running back has the vision to exploit space when running north to south and the athleticism and low center of gravity to hit lanes with violent speed and forceful, electric leg drive.
Round 7, Pick 241: Elijhah Badger, WR, Florida
Elijhah Badger is an explosive athlete who averaged over 20 yards per reception in 2024. In his first year with the Florida Gators after transferring from Arizona State, the 6’1”, 200-pound outside receiver displayed explosive movement to create separation and route running nuance to evade defenders on deep routes.
